Shared Micromobility: 2024 Summary Overview
About Shared Micromobility in Hartford.
Between 2021-2023, the City partnered with the Capital Region Council of Governments (CRCOG) to host a highly utilized scootershare system, which boasted over 450,000 rides over the course of the program. Although profitable and in high demand in Hartford, the program ended in December 2023 due to national financial challenges faced by Superpedestrian, the operating company.
In response to the closure, CRCOG reviewed various micromobility providers and selected Veo, a firm that is nationally successful and regarded as financially stable. As a member municipality, Hartford is able to host the Veo system thanks to CRCOG’s overarching agreement.
About the Launch.
In a community where about 30% of households do not have access to a car, providing alternative modes of transportation is critical. As such, the aim is for a timely launch this season with a phased approach:
Phase 1 (Aug 28): There will be an initial launch with 220 standing scooters available in downtown only.
Phase 2 (Late September): A month after phase 1, there will be a secondary launch with up to 600 scooters available citywide.
Phase 3: (Dec - Feb) During the winter, the fleet shall decrease in size depending on weather and demand.
Phase 4: (Mar/Apr) In spring, the fleet shall increase back to standard operations (up to 600 devices total), and additional options (such as bikes) may be offered.
About Geofencing (No Ride and Slow Ride Zones).
Geofencing is a tool that creates digital boundaries and limits on where and how micromobility devices can be used. The following are locations with special designations:
No Ride (shared devices are prohibited)
Highway Ramps
CTfastrak busway
Pratt Street
Parking Garages
Heaven Skate Park
Riverwalk
Slow Ride (the maximum speed is reduced)
Parks
Constitution Plaza
The above areas can also be designated as No Parking, where devices cannot park in the area and must exit the zone to park and end the trip.
About Micromobility Parking.
In downtown and other high use areas around the City, micromobility parking will be added or refreshed to help organize device parking.
Veo’s mobile app also comes with a virtual “parking coach”. The rider provides an end trip photo, and if improperly parked, they’ll be coached on how to park properly in real-time before they can end their ride.

ABOUT THE DEVICES In Hartford, standing scooters (see bottom left image) will be the only option offered during 2024. The scooters have turn signals and underside deck lighting. In Spring 2025, the fleet options may expand to pedal bicycles and electric bicycles. Riders must be 18+ and must follow standard rules of the road.
